PRESIDENTIAL AMNESTY PROGRAM & THE "PRICELESS" PEACE... #NIGER DELTA

Mary Oyibocha-AGBAJOH (PNM)

According to the biblical verse: John 1:46 KJV "And Nathaniel said unto him, Can Any GOOD Thing come Out of Nazareth? Philip saith unto him, COME AND SEE."

Despite the criticism of a vast majority of Nigerians, doubting the credence and sustainability of the Program, it can be recalled that the Amnesty Program is flying very high beyond expectations hence the antics of some evil peddlers and impostors who are bent on undermining the Successes of the scheme.

However, Criticism was not only by Critics who refuse to Look-Deep in the said topics which alleged the Amnesty as Wasted Resource, even Youths from the Region under the aegis of "NON IJAW, NIGER DELTA YOUTHS" claiming that the objective of the Programme has been derailed as it's tilted mostly to Youths from IJAW axis in the Region as against the popular notion tagged the Niger Delta Struggle.

On this Note, it's therefore pertinent to state equivocally the Objectives of the Amnesty Program which includes;

1. To contribute to Security stabilization in the Niger Delta through the Disarmament, Demobilization, Rehabilitation and sustainable Re-integration of Ex-Militants as a precondition for medium and long term Development
2. Participants: Ex-Militants who accepted the Federal Government’s Amnesty offer and Registered for the Rehabilitation and Integration Programme.

Going by the aforementioned, it's indeed clear that the sole Aim of the Presidential Amnesty Programme is PEACE in the Niger Delta... PEACE still the Only Pancrea for Development.

It's indeed preposterous for a few to underscore the laudable Success recorded in Presidential Amnesty Programme especially the enviable PEACE & TRANQUILITY in the once troubled Region. That brings to bear if I may ask, How much can we pay for the reigning PEACE in the OIL- RICH Niger Delta which has heralded increase in Crude Oil Production from the abysmal Production of less than One Million barrels per day in 2008 to between 2.4 and 2.6m bpd.

To that extent, it's safe to term the AMNESTY Programme A Huge SUCCESS!

Only recently, during an oversight tour, #S/Africa; Chairman Senate Committee on Niger Delta, Sen. Nurudeen Abatemi-Usman, expressed satisfaction that the programme was being properly implemented. His words: “We came here to assess how deep the Amnesty Programme is. We all know what brought about this programme because Nigeria decided to address a fundamental injustice to a section of the country. From what we have seen and experienced during our interaction with the Trainees, I can tell Nigerians that the Amnesty Programme gives us hope and we are Very Proud of these Youths. The funds allocated to the programme are being judiciously used and we will continue to support and expand its scope"

Nothwithstanding, This laudable Achievements can not be re-echoed without the mention of the Unprecedented leadership attributes of the Peace-Loving President of the Federal Republic of Nigeria, Dr. Goodluck Ebelemi Jonathan GCFR who has always restated his commitment to the sustenance of the Amnesty Programme for the remarkable Success achieved so far, thus, the recent approval of an additional 3,642 Former Agitators in the programme making it 30,000.

As against the call of many, it will be meticulously unhealthy for anyone to call for the abrupt End of the Scheme, as it Successes can account for the known and lasting Peace cum Human Capacity Development in the Region..

Hitherto, Niger Delta Youths claiming to have been sidelined in the enviable Success of the Presidential Amnesty Programme should in due course avail themselves of the required information to partake in the Transformation as recorded under the pragmatic leadership of Hon. Kingsley Kuku through the instrumentalities of the Presidential Amnesty Programme.

...by this Records, AMNESTY IS WORKING!!!

FG, ENGAGED 30,000 EX-MILITANTS IN AMNESTY Programme’

It could be recalled that their agitation and struggle brought about tension in the entire NIGER DELTA Region and for a very long time threatened our Economic strength due to decline in the production of Crude Oil which is solely derived from the Region whose people are yet so impoverished.

In further pursuance of a profound and lasting "PEACE" of the once hostile Niger Delta Region heralded by Militancy activities by aggrieved Youths due to Negligence & outright Marginalization.

UDUAGHAN: Delta spends N1.5b on Free Maternal Healthcare
MONDAY, 24 DECEMBER 2012 00:00 FROM HENDRIX OLIOMOGBE, ASABA NEWS - NATIONAL

THE free maternal health care introduced about five years ago in Delta State has cost N1.5 billion and recorded more than 700,000 routine ante-natal cases while more than 100, 000 deliveries have taken place.

Commissioner for Health, Dr. Joseph Otumara, who disclosed this to reporters in his office in Asaba, said that there was a 48.5 per cent drop in the maternal mortality ratio from 456/100,000 in 2007 to 221/100,000 in 2011.

According to him, one year after the commencement of the programme in the 57 government owned hospitals on November 26, 2007, prenatal mortality, caesarean section rate, HIV prevalence in 2008 stood at 48/1,00 live births, 10 per cent and 3.6 per cent respectively while at present, the figure is 41/1,000 live births,s, 12 per cent and 2.8 per cent respectively.

He disclosed that over the years, the identified major causes of maternal deaths were eclampsia, which stood at 39.5 per cent, haemorrhage; 22.1 per cent; sepsis 6.4; and prolonged obstructive labour 12.8 per cent.

He said that the target of the Millennium Development Goal (MDG) 5 is the reduction by 75 per cent of the maternal mortality ratio (MMR) by 2015, lamenting however that majority of these deaths occur among the unbooked mothers.

He explained: As it stands, the MMR for the state is 221 per 100,000 as against 456 per 100,000 at inception of the programme. Thus, we have been able to achieve 48.5 per cent reduction of the MMR before the deadline of 2015. Further reduction of the MMR to attain the goal of MDG 5 by 2015 will require sustenance of the political will of government, enduring commitment of health personnel, continued patronage by our pregnant mothers, diligent coordination by the ministry and the support of the media.â€

Like all things that are free in life, Otumara observed that there had been a massive turnout of women assessing the service, thus stretching the manpower and facilities in the hospitals to their limit and overwhelming medical personnel and facilities. Monitoring, he maintained, remain very critical to the success of the programme as it not only ensures that women do not have to pay at the point of receiving care but also ensures that the treatment guidelines are adhere to.

MESSAGE FOR THE NEW YEAR "2013"

For it's Objectively certain that Nigeria is on a threshold of GREATNESS, Just as the Saying goes; "NOTHING GOES 4 NOTHING" Nothing Good comes without a Sacrifice and a Prize to be Paid at all given levels.

No doubt, Nigerians have paid the Prize and the "Reward awaits us" Thus; it is Time to place all hands on deck as we forge ahead to that desired height as a Nation, For it is a collective effort and not the sole responsibility of Our Leaders alone.

So-Far-So-Good, We have had Our share of Trying Moments and Travails but Our Integrity and Unity was never compromised. We never allowed the North-South/Christian-Muslim Dichotomy weigh us down.

With Greater anticipation for the BEST in 2013, I wish to Proudly Welcome us all to the New Year of "UNCOMMON TRANSFORMATION"

HAPPY NEW YEAR!!!
