Speaking at the ceremony in Akure which attracted
dignitaries including the Information Minister Labaran
Maku and other Ministers, Governor Mimiko said it has
been tested to overcome problems that arose from the
failures of previous governments’ attempt at deploying
large volumes of smartcards for public services
management.

Delta State Governor, Dr. Emmanuel Uduaghan, yesterday, declared the 1st African Youth Athletics Championship open, as he expressed optimism that the championship will unearth talents who will grow to become world champions.

Governor Uduaghan, speaking at the opening ceremony of AYAC tagged “Warri 2013” said he is particularly delighted that the Confederation of African Athletics (CAA) had chosen Warri to host what he considered the most important competition in the calendar of the governing body for athletics in Africa.

H e said that the championship would provide for our youths, a way, not only to learn various significant life skills in a fun and enjoyable manner, it will also afford the youth the opportunity to positively dessipate their energies in an endeavour that has become a passion.

THE CONTROVERSIAL EAST/WEST ROAD...THE UNTOLD STORY! #OrubebeDam

So much have been said about the Leadership of Elder Godsday Orubebe and The Ministry of Niger Delta Affairs lately, ranging from Gross inefficiency towards tackling the many travails of the Region. With the EAST/WEST Road as a major focus as it has appeared the mainstay from public criticism by many all due to the relevance of the Road and also the huge resources generated daily from the Region. But on the seeming contrary, lack of information on the said Road and the Challenges it faces has plagued the Heart of many to venture into the game of destructive criticism against the Minister Elder Godsday Orubebe (CON) and his humble Office that is poised in bringing the true dividends of Democracy to Niger Deltans. As clearly Stated, massive construction Work is Ongoing in the East West Road that is due for completion December 2014.


As the recent activities of the Minister has brought to many the Hidden TRUTH about the Ministry and his Plans in Transforming the Region in line with President Jonathan’s Transformation Agenda.


One notable highlight of his enviable Leadership is the approach towards achieving maximum Transparency on financial matters as it concerns the Ministry.

Below is an excerpt of the Media Briefing by the Hon. Minister.

I wish to crave your indulgence while I tarry awhile on the history of the East-West Road. The Road was formally the project of the then Mid-West and Rivers State Government before it was taken over by the Federal Government in 1974 – 1975. At that time, the development of the road suffered persistent set back as contractors abandoned work due to problems with host communities and lack of financial commitment from successive Governments.

TACKLING THE PROJECT HEADLONG
In April 2006, the administration of former President Olusegun Obasanjo gave the Federal Ministry of Works (FMW), which is responsible for the construction of such infrastructure, a two-week ultimatum to submit a memorandum to the Federal Executive Council (FEC) for the award of contracts for the dualization of the East-West Road.
In order to meet the deadline given, the FMW awarded the contracts for the Engineering Design of the road in three sections to three different consultancy firms, with Design of Section I from Port Harcourt to Mbiama awarded to Messrs. Aim Consultants at the sum of N164,207,732.00. This section is 84Km long, starting from Eleme Junction in Port Harcourt and terminating at Mbiama also in Rivers State.
The design of Section II from Mbiama to Warri, was awarded to Messrs. Corona Engineering & Consulting Nigeria at the sum of N199,541,037.00. This section is 104Km long, starting from Mbiama in Rivers State and terminating at Warri in Delta State, while the design of Section III from Port Harcourt to Eket including the design of the two bridges over River Nun at Kaiama and River Forcados at Patani, was awarded to Messrs. Team Nigeria at the total sum of N101,085,134.00. This section is 150Km long, starting from Eleme Junction in Port Harcourt, Rivers State and terminating at Eket in Akwa Ibom State.

Messrs. Guy Otobo & Partners were also appointed to coordinate the work of the design consultants and of the actual contractors in order to ensure uniformity. The coordinating consultant was also tasked with the responsibility of analyzing the different tenders in order to ensure their reasonableness and sufficiency.
Due to the exigencies at that time in the Niger Delta region and in order to meet the deadline given by Mr. President and also fulfill due process requirements, the Bill of Engineering Measurement and Evaluation (BEME) for the contracts was prepared in four sections with tender drawings prepared using baseline designs (an empirical estimation of quantities).
The project was therefore awarded in four (4) Sections to four different contractors as follows:-
i. Section I Warri – Kaiama (87Km) in Delta State to M/S Setraco Nig. Ltd at the sum of N64,125,000,000.00
ii. Section II Port Harcourt – Kaiama (101Km) in Rivers/Bayelsa States to M/S Julius Berger Nig. Ltd at the sum of N79,230,000,000.00,
iii. Section III Port Harcourt – Eket (99Km) in Rivers/Akwa Ibom States to M/S RCC Nig. Ltd at the sum of N35,600,000,000.00,
iv. Section IV Eket – Oron (51Km) in Akwa Ibom State to M/S Gitto Costruzioni Gen. Nig. Ltd at the sum of N26,000,000,000.00.
The project experienced another major setback when youth restiveness and insecurity reached unprecedented height in the region forcing Messrs. Julius Berger Nig. Ltd., the contractor for Section II to abandon site. Determined to tackle the restiveness in the region, the President Musa Yar’Adua administration created the Ministry of Niger Delta Affairs (MNDA) in 2008. This in no small measure contributed to the dousing of the restiveness resulting eventually in the success of the Amnesty Programme. In creating the MNDA, the Yar’Adua Government ordered the transfer of the East-West Road project from the Federal Ministry of Works (FMW) to the Ministry of Niger Delta Affairs.
THE CHALLENGES MNDA INHERITED OVER THE EAST WEST ROAD
The Ministry, inheriting the inadequacies of the defunct contract at transfer and using the unspent funds left in the defunct Section II contract as contract ceiling, re-awarded the Section II, with the scope of works unchanged to Messrs. Setraco Nig. Ltd. in April/May 2009 into two sub sections namely: Section II Sub Section I: Port Harcourt – Ahoada (47Km) at a Contract sum of N29,922,478,839.19 with a completion period of 48 months and Section II Sub Section II: Ahoada – Kaiama (54Km) at a Contract sum of N44,883,718,258.18 with a completion period of 36 months.

Inadequate Quantities for Major Work Items:
The inadequacies of work items quantities inherent in the contracts as a result of the baseline design method used affected all the sections of the East-West Road Project. (i.e earthworks items). There was therefore the need to contract consultants to produce improved designs for the road work.

REALITIES ON GROUND
All these inherited challenges resulted in the need for the augmentation of the contract which the Federal Executive Council graciously approved for the projects to move on. The entire Project was divided into four (4) sections as follows:
(i) Section I - Warri - Kaiama (87km)
§ 19 Nos new bridges with a total length of 1,960m.
§ Upgrading and rehabilitation of existing bridges on the old road.
§ 298 Nos new culverts; and
§ Revised Contract sum – N112,166,400,493.60
(Original-N64,125,000,000.00)
(ii) Section II Sub-section I - Port Harcourt - Ahoada (47Km)
§ 1 No. new bridge with a length of 252m;
§ Upgrading and rehabilitation of existing bridges on the old road.
§ Construction of 50 Nos new culverts of various sizes; and
§ Revised Contract sum-N48,973,303,132.78
(Original-N29,922,478,839.19)
(iii) Section II Sub-section II - Ahoada – Kaiama (54Km)
§ 10 No. new bridges with a total length of 916m; and
§ 339 No new culverts to be provided with 90 No completed
§ Upgrading and rehabilitation of existing bridges on the old road.
§ Revised Contract sum-N84,759,913,053.64

(iv) Section III - Port Harcourt – Eket (99Km)
§ 4 No. bridges, including the 840m long major bridge over the Imo River. The total length is 1,040m.
§ Upgrading and rehabilitation of existing bridges on the old road.
§ Revised Contract sum-N66,459,088,593.59

(v) Section IV - Eket - Oron (51Km)
§ 6 No. bridges including the 398m major Eket Bridge over Qua Iboe River. The total length is 458m.
§ 74 Nos new culverts of various types.

NORTH-EAST LAWMAKERS BEG JONATHAN FOR A REPLICATION OF AMNESTY IN THE NIGER DELTA...

As the rate of insurgency in the Country increases there have been more calls from notable Nigerians for the declaration of Amnesty to the Boko Haram insurgents whose operations are becoming messier by the day.

Most recent of them all is the call by the Leadership of the National Assembly from the North East Zone to reconsider granting a Presidential Amnesty to the insurgents. The legislators made this known while PDP delegates visited the Zone as part of their Nationwide Reconciliation Tour.

As iterated, Amnesty could be the only panacea to stern the wide spread insurgency ravaging the North. It could be recalled that the Presidency extended same gesture in 2009 when the heat of the Niger Delta Militants was ravaging the Economy of the Nation through the halting of all Oil Explorations in the DELTA thereby reducing the daily production of Crude to the barest minimum of 700,000bpd.

The Presidential Amnesty granted to the Ex-Militants in the Niger Delta Region has no doubt been of great success as it has achieved its sole purpose to Disarm, Demobilize & Reintegrate the Ex-Agitators which now have brought relative peace enjoyed by all Nigerians as the Nation is recording an all time increase in Oil Production from the lingering
700,000bpd to an overwhelming 2,700,000 bpd thereby boosting the
Nation and the Region’s Economy.

Indeed, The Legislators call for Amnesty can be traced to the Excellent sustenance of the AMNESTY Programme in the Niger Delta hence they are counting on the Capacity & Disposition of President Goodluck Jonathan to reciprocate such gesture without fear or favour.

It could be recalled that the Members of the National Assembly were thrilled beyond their anticipation on the success of the programme last year during an OVER-SIGHT Visit and Tour of the activities of the Presidential Amnesty Programme.
As they were greeted by the TRANSFORMED Youths #Ex-Agitators who are now Professionals in their diverse trade and careers of interest.



The High Point of the Visit in South-Afric saw the Piloting of the Legislators by Ex-Agitators who are now Trained and Qualified Pilots.

advised the national chairman of the Peoples Democratic Party (PDP),
Dr Bamanga Tukur, to impress it on President Goodluck Jonathan to
reconsider his decision not to grant amnesty to members of the
Islamist insurgent group, Boko Haram.
The Deputy Senate Leader, Senator Abdul Ningi, speaking on behalf of
members of the National Assembly from his zone, said the North-East
geopolitical zone had been so marginalised in the scheme of things in
the country to the extent that the economy of the zone had been
grounded by the insurgence in the zone.

For it remains a wonderful experience embracing the likes of Gen. Diya, DSP Alameisiegha and others to the folds of Patriots once more as their relevance and importance may not be over emphasized towards the positive development of the Country.
Even as the Constitution aptly provides the basis and principles of this conduct which I may not want to contest, even as the likes of AL-MUSTAPHA comes in mind in times like this, undermining the fact that his conviction still remains pending for his dedication to Service and Loyalty remains an asset to Our thriving Democracy.

WHERE JONATHAN'S PRESIDENTIAL PARDON CAME FROM

Presidential pardons are used all over the world and have their basis in Matthew 6: 12 “and forgive us our sins, as we have forgiven those who have sinned against us.” The principle is also found in the Qur’an which says “But if you pardon and exonerate and forgive, Allah is Ever-Forgiving, Most Merciful.” [Qur’an, 64: 14]. The principle is that just as it is in the Bible and the Qur’an, where God promises not to remember our sins when we seek forgiveness and are pardoned, Presidential pardons have the effect of treating a conviction as though it never happened. It removes the stigma and restores the convict to normal life. The pardon is a prerogative of a grantor.

In Nigeria, there have been several Presidential pardons of which the most well known include the Presidential pardons President Shehu Shagari granted to General Yakubu Gowon for his role in the coup that led to the death of General Murtala Mohammed and Col. Chukuwemeka Odumegwu Ojukwu for his role in the Nigerian Civil War. Also, General Abdulsalami Abubakar granted a pardon to General Olusegun Obasanjo for his convictions for treason by the administration of his successor, General Sani Abacha.

It was fraudulently alleged that My Person Carpeted the Uduaghan’s
Administration which on the contrary I remain a bonafide Party and
Loyalist to because of his Visionary Stride and approach to Leadership.


My passion into politics dates years ago with the plight of the Niger
Delta people at heart, and with what seem as a divine intervention Dr.
Goodluck Ebele Jonathan got the nomination as the Vice-Presidential
Candidate for the 2007 General Elections which no doubt stirred more
passion in me for it was obvious the desired Change is been made
manifest through his presence in the Presidency as a representative of
the aggrieved Niger Delta People.

This led to the institution of the Goodluck Initiative 2007 (Gi07)
which I initiated and Chair as FOUNDER/INITIATOR, thereby
mobilizing mass support for the Yar’adua/Goodluck joint ticket. Since
then it has been a successful mandate and a skyrocketing political
lifestyle with my main objective on good governance and right
representation.

I, Barr. Mary Oyibocha-Agbajoh have been a consistent and focus advocate
for Good Governance, which my further consistency led me to the
Uduaghan led Government for I wholly and duly believed in his vision for
Delta State and as a Deltan hence, I never relented in taking the bold step

Today the State can boost of inventors and entrepreneurs who in turn
are now good employers of Labor. Most recently was an exhibition of
Shoes and foot wears made by beneficiaries of these schemes.

Provision of HEALTH CARE has always been resounding as the State boasts of the most sophisticated Health Facilities Nation-Wide. In his
effort in meeting the standard of the Millennium Development Goals
(MDG) on Maternal and Child Health the Governor has upgraded all
Health Care Centers in the State for Free Medical Access to Children
below the Age of Five (5) and a paltry sum for Adults.

In EDUCATION the State Governor has succored in Re-Modelling of Schools both in the Primary, Secondary and Tertiary Institutions in order to provide the right Atmosphere for Learning.

As expected the Petroleum Industrial Bill has heralded much debate and tension from the upper house of the National Assembly after it went through its First Reading after so many weeks of abandonment.


As there was a Stern opposition of the Bill by the Northern Legislators who feared the Bill may likely birth a new phase of economic marginalization to the region.

On the path of the Southern Senators it is a welcomed initiative as it becomes so necessary for the Host Communities whose Water, Lands and Crops are been polluted to eat from the Gains of Oil proceeds.

Taking cue from the words of the Delta State Commissioner for Basic and Secondary Education, Prof. Patrick Muoboghare, who warned against the abolition of the 13% Oil Derivation accruing to Oil Producing States from the Federation Account.

Recalling that the North enjoyed a higher derivation in the past when Minerals from the Region were part of the main stay of the Economy, he said the agitation for the abolition of the 13% was an insult to Niger Deltans.

Noting that the North got 50 per cent Derivation on their contribution to the Nation's Purse, he spoke on the move by the North to “take away a paltry 13 per cent given to the South-South, which contributes over 90 per cent of the National Wealth,” adding that “the Country belongs to all Nigerians.”

In a motion moved by the Chairman, Senate Committee on Rules and Business, Senator ITA ENANG, has called on President Goodluck Jonathan to revoke and Re-allocate Oil Blocks, saying that the Northerners control 83 percent of Oil Blocks in the Country.
Senator Enang said this yesterday, when discussions on the New Petroleum Industry Bill, PIB, entered its second day on the floor of the Senate in reaction to the position of Northern Senators on Tuesday that allocation from the Oil revenue has been mismanaged by the Niger Delta Region.

At this Junction Nigerians await the result of the Senate ruling, which should be devoid of any personal interest for any Region or Ethnic group instead True Justice & Equity should Reign.

Row in Senate as Northern Lawmakers Oppose PIB

Tempers flared on the floor of the Senate Tuesday when the Petroleum Industry Bill (PIB) was re-presented at the chamber after several weeks of being kept at bay, with some Northern senators vehemently rejecting three sections of the bill, while others opposed its passage.

The ruckus in the Senate coincided with the force majeure declared by Shell Petroleum Development Company (SPDC) on exports of its Bonny Light crude oil grade, following its decision to shut down its Nembe Creek Trunkline (NCTL) in Bayelsa State at the weekend.

THE "GODSWILL" IN GOODLUCK... #2015

As it is written in the Bible Book of Joshua 1:1-4 (NLT); "After the
death of Moses the LORD’s servant, the LORD spoke to Joshua son of Nun, Moses assistant. He said, “Moses my servant is dead therefore, the time has come for you to lead these people, the Israelite, across the Jordan River into the land I am giving them.


I promise you what I promised Moses: ‘Wherever you set foot, you will be on land I have given you— from the Negev wilderness in the south to the Lebanon mountains in the north, from the Euphrates River in the east to the Mediterranean Sea in the west, including all the land of the Hittites”.





The demise of Late President Umaru Musa Yar’adua saw the enthronement of Dr. Goodluck Jonathan PhD as President of the Federal Republic of Nigeria as the Constitution rightly demands, though it was greeted with much dissatisfaction by some Nigerians who never saw it worthy for a man from the Niger Delta Region to ascend the position as President of Nigeria but posterity and what could be termed as a Divine intervention prevailed.

Jonathan in his SURE & STEADY approach to Nation building has achieved an all time resounding feat and it is deemed necessary for a continuation as the desired TRANSFORMATION cannot be made feasible under four (4) years judging from the huge rot already hunting the Nation.

Sooner after his inauguration he instituted his plans for Nigeria which he termed the TRANSFORMATION AGENDA which is aimed at bringing the desired change in all sectors of the Economy. In the same light and Tradition some of the PDP Governors keyed into this Agenda which they believed will cause a rapid overhaul of the Nation’s Economy and Infrastructure.

Gov. Godswill Akpabio of Akwa Ibom State is obviously a Governor with an exceptional difference whose strides have touched every area in Akwa Ibom State. An Enigma of Transformation pioneering the "UNCOMMON TRANSFORMATION" with much vigor and enthusiasm all in a bid to
compliment the efforts of President Goodluck Ebele Jonathan as it remains the obligation and concern of the People’s Democratic Party (PDP).

For having studied the tides and happenings of the Ruling Party lately it is worthy of Note that it is the WILL of God @Play. In a motion moved by the Chairman, Senate Committee on Rules and Business, Senator ITA ENANG, has called on President Goodluck Jonathan to revoke and Re-allocate Oil Blocks, saying that the Northerners control 83 percent of Oil Blocks in the Country.
Senator Enang said this yesterday, when discussions on the New Petroleum Industry Bill, PIB, entered its second day on the floor of the Senate in reaction to the position of Northern Senators on Tuesday that allocation from the Oil revenue has been mismanaged by the Niger Delta Region.

At this Junction Nigerians await the result of the Senate ruling, which should be devoid of any personal interest for any Region or Ethnic group instead True Justice & Equity Reign.

Row in Senate as Northern Lawmakers Oppose PIB

Tempers flared on the floor of the Senate Tuesday when the Petroleum Industry Bill (PIB) was re-presented at the chamber after several weeks of being kept at bay, with some Northern senators vehemently rejecting three sections of the bill, while others opposed its passage.

The ruckus in the Senate coincided with the force majeure declared by Shell Petroleum Development Company (SPDC) on exports of its Bonny Light crude oil grade, following its decision to shut down its Nembe Creek Trunkline (NCTL) in Bayelsa State at the weekend.

The contentious sections in the PIB dwelt on the remittance of 10 per cent of net profits of oil companies to host communities, establishment of the petroleum technical bureau in the office of the Minister of Petroleum Resources, as well as the perceived excess powers of the minister.

The Northern senators said with the existing 13 per cent derivation fund accruable to oil producing states, making a further provision for oil producing communities was misplaced.

They further criticized the proposal for the establishment of the technical bureau, also known as Frontiers' Agency, in the minister's office, adding that the bill gives excess powers to the minister.

The demise of Late President Umaru Musa Yar’adua saw the enthronement of Dr. Goodluck Jonathan PhD as President of the Federal Republic of Nigeria as the Constitution rightly demands, though it was greeted with much dissatisfaction by some Nigerians who never saw it worthy for a man from the Niger Delta Region to ascend the position as President of Nigeria but posterity and what could be termed as a Divine intervention prevailed.

Jonathan in his SURE & STEADY approach to Nation building has achieved an all time resounding feat and it is deemed necessary for a continuation as the desired TRANSFORMATION cannot be made feasible under four (4) years judging from the huge rot already hunting the Nation.

Sooner after his inauguration he instituted his plans for Nigeria which he termed the TRANSFORMATION AGENDA which is aimed at bringing the desired change in all sectors of the Economy. In the same light and Tradition some of the PDP Governors keyed into this Agenda which they believed will cause a rapid overhaul of the Nation’s Economy and Infrastructure.
