DELTA STATE UNDER WATER...#CLIMATE CHANGE!

RIVER NIGER overflowing its banks, has sacked the Headquarters of the Immigration Service on Asaba-Onitsha Express Way, damaging property worth Millions of Naira including two heavy generating sets and a transformer, and leaving the departing officials combating an invasion of snakes.

Men and officers of the Service were seen evacuating their production equipment and vital documents, using three canoes, watched by hundreds of people who trooped out from various places to sympathise with them over their plight.

The State Controller of Nigeria Immigration Services, Mr. Ishaku Hamad described the efforts they were making to salvage the situation, noting that his boss, the Controller-General, had directed that their property be evacuated to a temporary location. But the temporary place allocated to them was had been found to be inhabitable, so the property was being evacuated to his residential home for safe keeping.

According to him, “We do not have to call people to come and see, you have seen it yourself. This is a NATIONAL DISASTER Outting across Nigeria, we are not exception. Our office is almost submerged; we are trying to evacuate whatever we can evacuate to a temporary site. The properties we can lay our hands on we pick out, the ones we are not able to savage we leave it because life is more important than the properties and I cannot risk the lives of my officers. Snakes have taken over the place, even in my own office, there are snakes everywhere. The snakes must have come from the swamps.”

AMNESTY OFFICE ORDERS ARREST OF 35 LEADERS OF NIGER DELTA EX-AGITATORS

The Amnesty Office today handed over to security agencies in Abuja 35 leaders of Niger Delta ex-agitators enrolled under Phase Two of the Presidential Amnesty Programme. This became inevitable given the incessant harassment and intimidation of officials of the office, including the Special Adviser to the President on Niger Delta and Chairman, Presidential Amnesty Programme, Hon. Kingsley Kuku, by these persons, to subvert the provisions of the 2012 budget and channel the allowances meant for 6,166 other persons in the programme to just these leaders. At a meeting with officials of the Amnesty Office in Abuja on Tuesday 25 September, 2012, the leaders of the ex-agitators threatened to disrupt social and economic activities in sensitive governmental places in Abuja if their request to have the Transition Safety Allowance (TSA) proposed for 6,166 persons enrolled in the second phase of the amnesty programme was not immediately paid out directly to them and
not to all the enrolled persons as enshrined in the 2012 budget. At this meeting, Hon. Kuku painstakingly explained to the leaders that the Federal Government will never accede to this demand to divert or channel funds meant for 6,166 persons to just the leaders, who are less than 100. Kuku further clarified in his discussions with the leaders that extant financial regulations do not permit any Ministry, Department and Agency of the Federal Government of Nigeria to pay money to persons or services other than as clearly spelt out as a line item in the budget. In the 2012 budget for the Presidential Amnesty Programme, provision was made for the payment of a stipulated sum as Transition Safety Allowance to each of the 6,166 persons enlisted in the second phase of the programme. But, some of the leaders of the ex-agitators are insisting that the total sum so budgeted for the 6,166 be shared out to them alone. All efforts by Hon. Kuku to persuade them to
understand that their request was illegal and thus untenable failed as they continued to threaten to unleash mayhem in Abuja. The Special Adviser therefore resolved to hand the leaders of the ex-agitators to security agencies so as to nip in the bud any untoward act. It has become important to reiterate, once again, the commitment of Hon. Kuku to the transparent, accountable and tenacious implementation of the Presidential Amnesty Programme as demanded by President Goodluck Ebele Jonathan. It should be recalled that last week the Amnesty Office notified the public of the unrelenting plot by certain persons to discredit both the Amnesty Programme and its chief driver, Hon. Kuku. The Office views the unnecessary and unwarranted demand of these leaders for the payment of bulk sums of money meant for other persons to them as one of such plots. The Amnesty Office shall continue to resist these attempts to rubbish a programme that has ensured the stability of
the security situation in the Niger Delta.

When in January 2011 President Goodluck Jonathan announced the appointment of Kingsley Kuku as his Special Adviser on Niger Delta, not a few knew that the President had delivered a Master-Stroke in dealing with the agitations in the Niger Delta.

Kingsley Kuku, a former Emeritus Spokesman of the leading agitating group in the Niger Delta, is an indigene of Arogbo in Ondo State, a former member of the Ondo State House of Assembly, a former secretary of the Yar’Adua Presidential Committee on Peace and Reconciliation in the Niger Delta clearly came into office with a pedigree. There are others who will also add attitude.

Kingsley Kuku knows every active player in the Niger Delta struggle or agitation on first name basis and was one of those who built the framework on which the Kaiama Declaration, the document that spells out the roadmap for the liberation and emancipation of the Ijaw and Niger Delta territory.

In appointing Kingsley Kuku as his Special Adviser on Niger Delta affairs, President Goodluck Jonathan had played a fast one on agitators in the Niger Delta.

The fact is Kingsley Kuku is very accessible. Another value is his humility has won the hearts of many people from the Niger Delta. Most importantly, his commitment to ensure that President Jonathan gets it right in the Niger Delta is very commendable.

Leveraging the quiet support provided by the National Security Adviser (NSA) General Andrew Owoye Azazi, Kuku continues to get it right in dealing with the agitations of restless young men in the Niger Delta who demand that it is not yet Uhuru.

There are many who agree that if President Jonathan had appointed a wrong person into that office, the peace we see in the Niger Delta would not be there now.

Flow-stations and critical oil and gas infrastructures would still be under attack and Nigeria would remain on it pre-amnesty oil production rate of seven hundred thousand barrels per day (700,000 bpd) as against today’s production rate of about two million five hundred thousand barrels per day (2,500,000 bpd) which has made Nigeria to be the second highest OPEC producing country in the world way up from its pre-amnesty position of seventh!

There is something about putting the RIGHT People in the RIGHT Place. People who are accessible to their people and can listen to their people. People who can help their people solve their many problems and then work with them to meet the challenges of everyday life.

People who see public service as an opportunity for selfless service for the communal development should be sought for and delivered to Nigerians at all levels.

The famous EAST-WEST Road #Benin-Ore and its relevance in the Nation's Economy is one that can not be over-emphasized. As its stretches from WARRI through BAYELSA, PORT-HARCOURT & AKWA-IBOM. Which are obviously the Big Names in Oil Production and Maritime Enterprise. This Road has suffered negligence and decadence for Decades by Past Administrations without priority attention given to it, despite its Award for a Re-construction and Dualization by the Obasanjo Administration.


The ROAD which links the WARRI Refinery and Petrol-Chemical Company and the Port-Harcourt Refineries and even Sea and Inland Ports from both States is one that requires priority attention.

Nigeria: Let's Leave Onshore/Offshore Issue for Now - Yuguda

The abrogation of onshore/offshore dichotomy in the calculation of derivation funds for littoral states should be left for now until the injustices done to the oil producing communities by oil companies over several decades are redressed, Bauchi State Governor Malam Isa Yuguda said in Abuja yesterday.

He spoke at Media Trust Limited's corporate head office, where he paid a visit. Disagreeing with a view canvassed recently by his Kano State counterpart Alhaji Rabi'u Kwankwaso, Yuguda said about the onshore/offshore dichotomy, "We should appreciate one thing. The communities in the South South have been traumatized and bastardized by the Federal Government of Nigeria by allowing the oil majors to impoverish them, to waste their land, waste their terrain and pollute the environment. Billions have to be sunk today to restore them back to where they were 40 years ago."

Senators and House of Reps members have thumped-up the amnesty programme, describing its implementation as judicious usage of public funds. They gave the commendation at the Afrika Union Aviation Academy in South Africa yesterday after embarking on solo flights with pilot trainees under the presidential amnesty programme. Apart from the Special Adviser to the President on Niger Delta, Hon. Kingsley Kuku, the Senate Leader, Abdul Ningi and Vice Chairman, Senate Committee on Niger Delta, Nurudeen Abatemi-Usman, also undertook solo flights. Others were the Chairman, House Committee on Niger Delta, Hon. Warman Ogoriba and another member of the committee, Hon. Ogbonna Nwuke.


The NASS members are visiting some of the PAP training centres in South Africa in continuation of their oversight duties. Hear Senator Ningi: "The amnesty programme has exceeded our expectation. What we saw here gives us hope in Nigeria. We are very proud of these young Nigerians. They are our worthy ambassadors in this country (South Africa). "Besides, this is a practical demonstration that the funds allocated to the programme is not a waste; it is not money down the drain."


An excited Senator Abatemi-Usman described the YOUNG PILOTS as the Future of Nigeria's Aviation Industry, saying the National Assembly will continue to support the programme and expand its scope.

Others in the team are Senator Ifeanyi Okowa and Hon. Moshood Mustapha. Our own veteran pilot and aviation guru, Captain Prekeme Porbeni, was also present. Thirty-five delegates are currently being trained at the AUAA. Seven of them were presented private pilot certificate, one got commercial pilot certificate and another a first solo flight certificate. PRESS STATEMENT:

The Presidential Amnesty Office has been alerted about a plot to cause mayhem in the Niger Delta by some seemingly disgruntled youths in the region.

We have been reliably informed that the amnesty programme is the target of a series of proposed politically-motivated protests to begin from Uyo in Akwa Ibom State and spread to other oil producing states.

We deem it necessary to inform Nigerians and the unsuspecting public that some politicians have surreptitiously been funding ill-motivated campaigns, which have taken the form of protest marches, against the amnesty programme and the Special Adviser to the President on Niger Delta, Hon. Kingsley Kuku, who oversees the programme, in order to score cheap political points.

Perhaps, the sponsors of such protests have become uncomfortable with the rising profile of Mr Kuku, particularly in his home state of Ondo.

For the avoidance of doubt, the amnesty programme is insulated from serving the interests of any political party and has been religiously executing its mandate of training and reintegrating beneficiaries regardless of their political leaning.

We therefore urge those trying to drag the programme unnecessarily into politics to desist.

We also implore security agencies in the country, particularly in the Niger Delta, to be alert to their constitutional responsibility of ensuring safety and security of lives and property.

According to him, “Jonathan has rehabilitated (8) Eight out of the 10 abandoned Independent Power Projects (IPP) that he inherited to 90 percent, and the remaining two are up to 80 % completion”.

He assured that Nigerians would for the First Time enjoy a stable Power Supply by the end of this year, stressing that the government is working towards meeting the target of an additional 1000 Megawatts to the already attained 4400 Megawatts which has contributed to the present improvement recorded.

Okupe stated that the POWER SUPPLY which was less than 2,300 before the inception of Jonathan’s administration has witnessed a tremendous improvement and now stands at 4,400 Megawatts.

Gov Uduaghan in justifying the creation of "DESOPADEC" stated, that Delta State has a LAW which states that 50% of the State Derivation goes to the DEVELOPMENT of Oil Producing Areas saying: “We have formed the Delta State Oil Producing Areas Development Commission (DESOPADEC) to ensure that 50% of the Derivation go to the Development of the Develop Oil Producing Areas directly/Promptly.

He continued, “It is the responsibility of DESOPADEC to identity PROJECTS in the Oil Producing Areas of the State and Allocate FUNDS for such Projects. We have so far released about 149 Billion Naira to DESOPADEC”. And that Nigeria can take a cue from DESOPADEC for an even TRANSFORMATION.

As he further reiterated the need for an Environmental CLEAN-UP on the mess orchestrated in the Region which only can be made possible through an Upward Review of REVENUE Allocation to 50%.

AKURE—THE Federal Government has concluded arrangements to extend the amnesty programme to additional 3,642 beneficiaries from the Niger Delta region of the country to bring the total number of beneficiaries to 30,000

Special Adviser to the president on Niger Delta Affairs and the Chairman of the Amnesty programme, Kingsley Kuku said this in Arogbo kingdom, Ese-Odo Local Government area of Ondo State.

24 EX MILITANTS GRADUATE IN OIL DRILLING...

The PRESIDENTIAL AMNESTY PROGRAMME under the "Dogmatic" Leadership of Hon. Kingsley Kuku, Special Adviser to the PRESIDENT on Niger Delta Affairs/Chairman of the Presidential Amnesty Office, recorded yet another TRANSFORMATIONAL FEAT producing 24 NEW GRADUATES IN OIL DRILLING in Dubai.

On the 28th of August 2012, 24 Ex-Agitators (herein referred to as delegates)


Graduated FROM GULF TECHNICAL AND SAFETY TRAINING CENTRE (GTSTC), MUSSAFAH, ABU DHABI, UNITED ARAB EMIRATES where they were undergoing a 1 Year Training in Oil Drilling. The delegates who are beneficiaries of the Presidential Amnesty Programme resumed Training Drilling at GULF TECHNICAL INSTITUTE in August 11, 2011 .

In 1 Year, the delegates have been able to fit into the UAE Society,they have been WELL BEHAVED & finally have completed their Training Programme. All courses are accredited by International Association of Drilling Contractors (IADC), Houston Texas, an Organization with exclusive representation in the Oil and Gas industry in drilling technology worldwide. A Qualifying Examination for IADC unique license and Drilling Diploma was conducted of which 20 of the 24 passed and were awarded the respective CERTIFICATES. They were Awarded Unique LICENSE, Drilling License and Diploma. Based on their Excellent performance,the Management of GTSTC has promised to publish the names and particulars of the 20 delegates who were successful in "the drilling licensing and Diploma Examinations" on IADC Website and the drilling contractor’s Membership Directory Publication as this will go a long way in exposing the delegates to International JOB placement Opportunities.

Hmmm! This MAN, Hon KINGSLEY KEMEBRADIGHA KUKU is one that can be termed a "SILENT ACHIEVER" though Silent as the title may denote but his Actions & Strides speaks Volumes of his Positive Achievements & Feats in the former WAR turn Zone which hostilities crippled the Nigerian Economy and the Global World Market.

His achievements could be traced to the braveness he portrayed during the Militants hostilities in the Region. It couldn be recalled that Hon. Kuku alongside other well meaning Nigerians visited the CREEKS on several occasions all in a bid foster a lasting PEACE and Solidarity.

KUKU, as he is fondly called by Friends and close associates has always portrayed and sustained a Legacy for better Co-existence amongst the Youths.

The relative Peace in the entire Niger Delta Region, has undoubtedly been the result of the sustained and diligent implementation of the Federal Government's AMNESTY PROGRAMME for former Militant Youths in the Region. Hon KINGSLEY KEMEBRADIGHA KUKU, Special Adviser to the President on Niger Delta Affairs and Chairman of the PRESIDENTIAL AMNESTY OFFICE will for ever be remembered by posterity for very ably steering the programme – refocusing the youth on constructive life, improving human safety in the region and boosting the economic fortunes of the nation.
The Niger Delta Amnesty Programme which began as an off-shoot package of the presidential pardon granted to Niger Delta militants through a proclamation by then President Umaru Yar'Adua on 29 June 2009. The programme offered transformation training and skills acquisition opportunities for any militants who laid down their arms.
The Presidential Amnesty Office chaired by the Special Adviser to the President on the Niger Delta was mandated to administer the disarmament, demobilization, rehabilitation and reintegration of the ex-militants, as a pre-condition for medium and long term development in the Niger Delta. Specifically, the Office was to groom the 26,365 ex-militants who accepted the offer of amnesty in 2009, to become key players in the emerging economies of the Niger Delta.

Kuku was appointed Special Adviser to the President and Chairman of the Amnesty Office on Niger Delta in January 2011 and formally took over from his predecessor, Chief Timi Alaibe, on 3 February 2011. Hon. Kuku immediately hit the ground running, completing the PROGRAMME Successfully!!!
